ABOUT OPERATION DIGNITY

Operation Dignity has been on the frontlines of addressing the homelessness crisis, particularly among veterans, for almost 30 years. Established in 1993, Operation Dignity (OD) is a nonprofit organization that operates emergency, transitional, and permanent housing programs in Alameda County. Our mission is to create pathways to health and housing for the most vulnerable individuals experiencing homelessness in our community, with a special focus on veterans and people living in encampments. We help participants reach their housing goals by providing a continuum of service from comprehensive street outreach and shelter to permanent supportive housing. 

We are the largest transitional housing provider for veterans in the county, and the only such provider in the area serving women veterans and veterans with children. In 2021, we placed 70% of the veterans who exited our transitional housing into permanent housing, ending their homelessness. POSITION OVERVIEW

The Director of Human Resources is responsible for the management of human resources operations of the organization requiring exercising independent judgment, discretion, and the highest level of confidentiality. Directs, plans, evaluates, develops, and coordinates the HR policies, operations, programs, and activities, ensuring legal and regulatory compliance and implementation of the organization’s mission. Areas of leadership include compensation and benefits, talent acquisition, performance management, culture, wellness, and employee relations.

REPORTING RELATIONSHIPS

This position reports to the Executive Director and supervises the Bookkeeper.

OPPORTUNITY HIGHLIGHTS

  • Salary range is $110,000-$125,000

  • Benefits include:

PRIMARY RESPONSIBILITIES

  • Plan for, develop, and direct basic operating functions of a complete HR department, including employee and staff relations, compensation and benefits, performance management, HR systems, reporting, and management of processes throughout the entire employment life cycle for staff. 

  • Develop departmental goals and objectives in support of the mission and goals of the agency.

  • Recommend and implement best practices in all functions of the HR Department. 

  • Manage department personnel including hiring, training, creating, and maintaining standards, and staff development. 

  • Provide direct management, support, and resources for staff leads, including forming & re-enforcing culture and values. 

  • Establish clear definition of roles, communicate strategic and operational plans, results-oriented operations, and performance management in areas of responsibility. 

  • Establish and manage the HR budget, authorizing departmental expenditures. 

  • Manage all systems, processes, practices, services, and policies in area of responsibility. 

  • Recommend and implement organization-wide employee relations practices necessary to establish a positive employer-employee relationship, resulting in a high level of employee morale. 

  • Identify trends that could affect organizational objectives and/or operational resources. 

  • Interpret applicable laws and policies and advise management and employees accordingly.

  • Direct performance evaluation process. Provide counsel to managers facing staff performance issues. 

  • Consult with pro-bono legal counsel as appropriate. 

  • Serve on the leadership team and participate in various committees, enterprise-wide projects, and external professional organizations. 

  • Act as coach and mentor.

  • Administer, monitor, and ensure compliance with all appropriate federal and state laws and regulations. 

  • Provide advice and interpretation of policies and procedures to employees, managers, and leadership.

  • Serve as day-to-day resource for interpretation of HR laws, regulations, and policies as they relate to issues and/or problem resolution for employees and supervisors.

COMPETENCIES

  • 8-10 years of progressive human resources experience, including managing most aspects of traditional HR functions

  • SHRM-SCP preferred 

  • Bachelor’s degree 

  • Demonstrated thorough understanding and practical application of HR theories, principles, and employment-related laws

  • Proven ability to work independently with people at all levels of organizations, including an independent Board of Directors

  • Experience being a personal and organizational caretaker of confidential/sensitive information

  • Proven ability to plan and multi-task in a very well-organized fashion in a fast-paced environment 

  • Excellent communication skills and highly developed customer service skills

  • Proven ability to lead in, and to work in, a team environment

  • Strong computer skills

  • Ability to use excellent judgment when applying policies to achieve desirable outcomes in a complex multi-layered organization

  • California Driver’s License with clean driving record, able to drive company vehicle/truck

  • Compliance with State and County Public Health orders on COVID-19 vaccinations and boosters
