ABOUT HOMELESS CHILDREN'S NETWORK

Homeless Children’s Network (HCN) is a leading provider of trauma-informed behavioral health services to Black/African American families in San Francisco and the hub for a network of 50+ community-based organizations and agencies citywide. They provide whole-person mental health and family support to more than 2,000 children and families who are experiencing homelessness or at risk of experiencing homelessness. Their Afri-centric approach is built into every aspect of their work from service design to infrastructure, program delivery, community building, and healing.

POSITION OVERVIEW

The Senior Director of Program Strategy develops the strategy for and provides overall management and direction to programs and program staff. The Senior Director is also responsible for contract compliance and writing all program reports. The Senior Director serves as bridge between direct service and administrative functions within the agency, as well as serving as a liaison for communication.

Recognizing the barriers these properties create to fostering equitable communities, this individual will work alongside some of California’s top experts on topics such as disparities in mental health services in the Black/AA communities and disproportionate effect of housing instability on mental health among Black/AA children and families. The Senior Program Director Interfaces with the San Francisco Department of Public Health and other funders, and attends all required meetings, trainings, and conferences.

The Senior Director will work directly with and report to the CEO and COO to reinforce internal program strategy, serve as the lead in building key community relationships, identify opportunities for complementary and expansive models and serve as a thought leader internally and externally. 

This position will provide strategic support to leadership and internal program staff, while also sharing the story of the work of HCN externally to our communities of clients, families, funders and advocates. The strategic nature of this role will involve a high degree of cross-functional collaboration across our entire team, as well as with external partners.

This position reports to the Executive Director.

OPPORTUNITY HIGHLIGHTS

  • Salary range is $150,000-$160,000

    Compensation package to include:

o   100% Health, Dental, and Vision insurance

o   6 Weeks paid time off and 13 paid holidays

o   Housing expense stipend: $12,000 per year

o   Home Office/Professional Development stipend: $1,000 per year (stipend increases based on tenure)

PRIMARY RESPONSIBILITIES

  • Develop the vision for programmatic priorities, clear objectives and outcomes that directly address the needs of the community.

  • Manage the organizational strategy and monitor long-term goals for understanding program impact.  

  • Plan and operationalize higher-touch methods for community communication and engagement. 

  • Ensure that lessons learned throughout the project are captured and communicated to internal and external stakeholders through appropriate channels.

  • Liaise with various stakeholders, clients, partners, and funders on relevant data, impact, and performance measurement issues.

  • Empower your team to deliver exceptional programs that align with standards and goals through guidance, support, and professional development opportunities.

  • Ensure programmatic excellence; continually monitor and evaluate program quality and outcomes.

  • Supervise and lead day-to-day operations of the Programs department and conduct all department meetings.

  • In partnership with the CEO and Director of Development, complete and submit all required program reports.

  • Develop internal staff trainings for pertinent grant deliverables and ongoing staff education.

  • Work with HCN staff to develop an approach and to measure progress related to our organization’s commitment to mental health.

  • Actively seeks out strategic partnerships to better serve the community and advance the agency’s mission.

  • Draft press releases, policy briefs, blog posts, op-eds, annual reports, public comment letters, grant reports, or any other written deliverables involving how the organization presents its impact and outcomes.

  • Deliver oral presentations about the agency for collaborating agencies, conferences, and community stakeholders.

  • Manage the department within allocated budgetary parameters and contracts; develop the fiscal budget with the Finance & Operations Director to ensure sound fiscal practices and procedures.

  • Collaborate with HR on personnel and policy matters.

  • Assume responsibility for ensuring a consistent culture of reflection and learning within HCN.

  • Ensure successful completion of contracts and compliance with agency contract expectations and goals.

  • Ensure that programs are in compliance with all applicable laws and regulations and keep informed about changes in regulations, whether county, state, or federal.

  • Represents the agency on various committees and groups in the peer community.

COMPETENCIES

  • 7+ years of experience in program development, community engagement and communications

  • Minimum of 3 years in a supervisory position

  • Expertise in designing comprehensive programmatic systems, including effective outreach strategies, core program structures, operational models and processes, and talent and organizational capability

  • Expertise in program design for mental health, behavioral health or social services

  • Experimental design of evaluations

  • Strong verbal and written skills

  • Ability to manage and meet deadlines

  • Familiarity with mental health systems of care and family homelessness services

  • A demonstrated commitment to public and community service with an enthusiasm for HCN’s mission and a shared commitment to equity, inclusion, and justice

  • Awareness of the history of unjust policies that have contributed to barriers to access, availability of mental health services and community support within the Black/ African American communities in the bay area

  • Demonstrated ability to collaborate with team members across multiple program areas

  • Fluency in written and oral English. Must be able to read and interpret documents and communicate with others as necessary to perform job duties effectively

  • Language skills in Spanish or other languages are a plus
