THIS IS AN IN-OFFICE POSITION WITH SOME REMOTE FLEXIBILITY. CASA SERVES ALL OF MONTEREY COUNTY. THE SUCCESSFUL CANDIDATE WILL WORK IN THE OFFICE IN SALINAS, CALIFORNIA.

CASA of Monterey County is dedicated to recruiting, training, and supporting community volunteers who serve as Court Appointed Special Advocates (CASAs) for children and youth in the foster care and juvenile justice systems. Through strong community partnerships and a commitment to excellence, CASA ensures that every child it serves has a consistent advocate and a voice in the system.

OPPORTUNITY HIGHLIGHTS

Salary: $180,000 - $225,000

Benefits:

  • Vacation: Three weeks

  • Sick: Six days

  • Holidays: Eight days, plus the week between Christmas and New Years

POSITION OVERVIEW

The Executive Director of CASA of Monterey County is a trustworthy, organized, and caring leader responsible for advancing CASA’s mission: to recruit, train, and support community volunteers who advocate for children and youth in foster care and the juvenile justice system. This accomplished executive ensures programmatic excellence, operational integrity, and strong community partnerships, serving as the organization’s primary spokesperson and ambassador. Duties include ensuring advocacy programs operate in compliance with state and local laws, supervising all operational and financial matters, directing talent acquisition and HR functions, and building and maintaining partnerships with the community, key stakeholders, funders, volunteers, and donors. The Executive Director is a dynamic partner with the Board of Directors.

REPORTING RELATIONSHIPS

The Executive Director reports directly to the Board of Directors and provides leadership and support to all CASA of Monterey County staff and volunteers.

PRIMARY RESPONSIBILITIES

  • Ensure ongoing programmatic excellence, rigorous adherence to Court Appointed Special Advocate standards as set forth by National CASA, Judicial Council, Administrative Office of the Courts (CA AOC), California CASA, and Monterey County Superior Court.

  • Sustain and build financial resources: ensure best use of all contributed funds, nimbly manage financial challenges, educate staff teams and the board on the financial health of the organization to guide and inform strategic initiatives. Engage board-approved, professional advisors as appropriate. Shape vision for fundraising and long-term financial sustainability of the organization.

  • Guide the staff teams in establishing strategic goals—short and long-term—ensuring realistic plan and timeframes, adequate resources, and the Board of Directors’ support to help the organization realize its aspirations.

  • Ensure governance best practices inform the Board of Directors’ in executing their fiduciary duties.  Serve as a source of guidance and information for board recruitment, engagement, and development. 

  • Oversee all talent acquisition: Sustain and/or build, the CASA staff team–offer direction, support, and supervision; promote professional development and the resources that enable staff to fulfill the functions and duties of the organization while engaging diverse perspectives reflective of the children/youth being served. Develop and implement volunteer recruitment and retention strategies.

  • Sustain and/or build strong working relationships with local system of care partners including Department of Social Services, Probation, the Courts, local and regional political leaders, as well as California lawmakers.

  • Establish/maintain a clearly defined and transparent organizational structure with policies and procedures that delineate roles and responsibilities, lines of authority, and effective communication.

  • Actively engage and energize CASA of Monterey County volunteer advocates, board members, key stakeholders, donors, partner organizations, and funders.

  • Manage, monitor, and/or delegate high-quality administration of the daily functions of the organization including operational finances, volunteer recruitment, communications, and fundraising.

Fundraising and Communications

  • Assume prominent role in fundraising, especially with major, high net worth donors.

  • Expand local revenue generating and fundraising activities to support existing program operations and regional expansion.

  • Grow local presence and foster relationships to garner and expand new donor opportunities.

  • Ensure transparent use of donor funds and adhere to donor intent. 

  • Establish and ensure continuous implementation of a genuine and thoughtful stewardship program.

  • Deepen and refine all aspects of communications—from web presence to external relations–with the goal of creating a stronger organizational brand.

  • Adhere to the highest ethical standards in management of all funds as outlined in the Association of Fundraising Professionals Principles and Standards of Professional Practice. 

Juvenile Justice System

  • Oversee programming within the Juvenile Justice System for both the Dependency and Probation/Delinquency Court systems in Monterey County.

  • Adhere to the principles of the National CASA Court Appointed Special Advocate model.

  • Ensure organizational compliance with California Rules of the Court Rule 5.655, local court rules, contracts/Memorandums of Understanding with DSES and the County of Monterey.

  • Participate in system related commissions, task forces, and committees—including CAL CASA, National CASA, and local initiatives–to improve and strengthen the system of care and the quality of services provided to the foster youth.

Financial and Policy Management

  • Monitor and manage all aspects of financial activity within the organization, both incoming funds as well as expenses.

  • Prepare, in conjunction with finance committee of the Board, an annual budget as well as financial reports as requested for the Board of Directors.

  • Formulate and ensure full compliance with fiscal controls policies in accordance with current GAAP accounting principles as approved by independent accountant.

  • Facilitate, in conjunction with the audit committee of the Board, annual financial audit with contracted independent accounting firm.

  • Seek appropriate professional direction and guidance for Human Resources matters and legal matters that may arise.

COMPETENCIES

  • Minimum five to seven years prior experience in non-profit executive management or related social services field.

  • Bachelor’s degree or higher.

  • Highly accomplished and experienced working with Boards of Directors and in nonprofit governance structure.

  • Bilingual, bicultural Spanish/English a plus.

  • Enjoys public engagement, building relationships, and would be a true advocate and ambassador for CASA and the children/youth it serves.

  • Strong ability to form positive professional relationships and foster collegial associations both inside the walls of CASA and beyond.

  • Confident public speaker.

Technical Knowledge

  • Understanding of Juvenile Justice system and principles of child advocacy.

  • Excellent comprehension of best practice governance principals related to Board of Directors’ fiduciary duties and nonprofit management.

  • Knowledge of fundraising principles and standards.

  • Excellent project management and organizational skills.

  • Strong competency in relevant technology.

Other Requirements:

  • This is an in-office position with some allowances for remote work.

  • Flexible work hours to accommodate advocate training, donor cultivation, and fundraising events.

  • Must understand and uphold all confidentiality standards as they relate to the children/youth served by the Juvenile Justice/Dependency system.

  • Criminal justice fingerprint clearance and valid driver’s license required prior to commencing employment.

  • Employment is contingent upon completion of the CASA training program within 90 days of hire.
